New Year Crackdown on Drugs Sees 71 Arrests

Police have arrested 71 people across 10 districts in Phnom Penh in the opening salvo of the government’s promised 2017 crackdown on drugs, officials said on Monday.
Deputy Phnom Penh police chief Prom Santhor said that municipal officers made the arrests in 12 separate cases, although he said he could not remember how many of the suspects were drug users, dealers or traffickers.
“Those 71 people have been detained at district police stations and the Phnom Penh municipal headquarters of the anti-drug bureau,” Mr. Santhor said.
“In response to the government’s campaign to combat drugs, we will carry out raids everyday like a steady drizzle of rain,” he added, using a Khmer idiom.
As part of the effort, officials said they conducted a multiday raid from Saturday to Monday in Sen Sok district’s Trapang Chhouk village, a neighborhood notorious for its density of drug users and dealers.
District police chief Mok Hong declined to comment on the village raids, but told the online Fresh News service that officials had arrested 29 drug users and dealers on Saturday and another 13 on Sunday. A separate raid in Khmuonh commune netted 10 more suspects...

Minister of Interior Sar Kheng yesterday announced the creation of five committees to fight drug use and trafficking, with each to be chaired by high-ranking officials.
The committees will be responsible for education, combating drugs, rehabilitation, international cooperation and administration, respectively.
Notably, Minister of Justice Ang Vong Vathana will be head of the drug-combating committee, which will consist of sub-committees responsible for three areas: the postal system, managing the Cambodia-Laos border, and monitoring other border crossings, airports and ports. The education committee will be chaired by Ke Kim Yan, current chair of the National Authority for Combating Drugs.
On December 22, Kheng presented a new large-scale anti-drug campaign. On the first day of the six-month push, nearly 100 people were arrested. All provinces are now obliged to send daily, weekly and monthly reports to the Ministry of Interior, an order that authorities acknowledge has not yet been fully implemented.
“Since [the start of the campaign], we received drug reports only from . . . 11 provinces,” National Police spokesman Kirth Chantharith said yesterday.
Kheng also endorsed a prime ministerial directive to separate drug-addicted prisoners from the general population. “Drug-addicted prisoners have to be separated from other prisoners. Otherwise, the others will also become drug-addicted. But drug traffickers can stay with other prisoners,” he said...

More than 400 people have been arrested for drug crimes since a new six-month narcotics crackdown started on New Year’s Day, police said yesterday, though a rehabilitation expert called the campaign “another attempt at a war on drugs” that was destined to fail.
A total of 409 people have been arrested in 145 cases since police began the campaign on January 1, according to the Interior Ministry’s secretariat chief, Kim Khoeun, who is overseeing the program. Khoeun said he expected far more arrests in the coming days.
“This is just the start of the campaign, and we are not yet reaching the whole country. In the first week, we have a good result,” he said, adding that 233 of those arrested were traffickers, 173 were users and three worked cutting drugs with other substances.
“For traffickers, let there be no doubts: They were sent [to prison] in less than five hours,” he said. “For those who are light addicts, they were sent to get education and treatment in their location. For heavy users, they were sent to a rehabilitation centre.”
Khoeun said the campaign was being carried out in tandem with prevention measures.
“Drugs cannot be dealt with only by police and military; it must be linked with . . . the health sector, education sector, tourism and even drivers,” he said.
Phnom Penh drug rehabilitation centre head Mom Channyda said there had been a marked increase in the number of addicts admitted to her centre in the past days, though she did not have specific figures available.
The government-run centres have come in for criticism at numerous times in the past, with a 2010 Human Rights Watch report describing forced detention and beatings of those kept at the facilities...
