I'm going on the basis of this:
Court charges teen over fatal hit-and-run
Phnom Penh Municipal Court on Friday charged a motorist over the hit-and-run death of a female university student after she turned herself in to police and was sent to court.

Judge Bun Thy identified her as 16-year-old Yin Khun Mey, also known as Yin Mana.

I would have thought the police and the judge would have verified her age and whether she had a driver's licence for a car. I suspect earlier reports the girl was 18 were unverified by reporters and/or she lied about her age...especially so as you can't have a licence in Cambodia until 18.

The saddest thing here of all would be after raising their daughter to the age of 23, her finishing university (assumption) and now finding that a very wealthy person had taken her life due to their negligence and that person will only be fined a pittance of up to $3,700 and up to 3 years in jail. Very sad.

She applied for bail yesterday,and it was denied

The hit-and-run accident that captivated Cambodia
Distrust of law enforcement and the justice system forced HE to act over the death of a 23-year-old student

Every time a wealthy or well-connected Cambodian is accused of a crime, the same questions surface: will they be arrested and prosecuted, and how does it serve the interests of the government?

In recent weeks, those were the questions asked in the case of 16-year-old Yin Khun Mey, alias Yin Mana, who is accused of a hit-and-run on March 26 while driving in Phnom Penh’s Tuol Kork district.

Yin Mana, who is from a wealthy family, is alleged to have fled and abandoned her father’s SUV after running down 23-year-old scholarship student Dum Rida, who was pronounced dead at the scene.

Analysts say the case is symbolic of not only widespread mistrust of Cambodian law enforcement, but also of a justice system where there are separate rules for the wealthy and ordinary people.

The news of yet another hit-and-run, which are all too common in Cambodia, garnered the attention of the public after footage of the accident was leaked onto social media. The harrowing CCTV recording appears to show Yin Mana speeding through an intersection in a Range Rover before crashing into Dum Rida, who was riding slowly on a motorcycle.

The scale of public anger led Prime Minister HE to wade into the debate days later, saying he had seen the video. He called the driver “amoral” and instructed the culprit to turn themselves in to police.

Only then, three days after the incident on March 29, did Yin Mana’s father take her to a local police station, where she was charged with “driving recklessly, negligence, carelessness and killing others” under the country’s Traffic Law. If prosecuted, she faces up to three years in prison and a fine of up to US$3,700.

Political analyst Sreysrors Ly said the public’s faith in social justice was getting worse, and a distrust of law enforcement was “rooted in Cambodians’ perception that justice is a rare thing for poor and ordinary people.”

I've just reread the thread. Lots of posters here want to string her up. Mostly, I suspect because she's a handy symbol of what's wrong with Cambodian society. The symbol of (way way too much) privilege, but also what seems to be a disregard for life and safety on a general level.

It's normal to be angry about this, and I'm not excusing anything at all, but now that everyone is calmer, what punishment would you expect a 16 year old to get if this happened in your own country ?
At 16, she is legally a child, but she's been put in an adult prison awaiting trial which I don't agree with. I do agree that this crime must not go unpunished, but it looks like a crime of teenage stupidity without malicious intent. Would they bang up a 16yo for this in Australia, the US, or the UK or Europe ? I'm thinking that time in juvenile detention and some community service work with accident victims would be appropriate in the west. Plus money for the family of course.
Unfortunately, the current situation indicates two unsatisfactory solutions; either she gets off scot-free after a few weeks of detention because she's rich, or she does jail-time as an adult perp.
To be clear, I'd like to add that I think the justice system sucks for Cambodians generally, but for juveniles in particular. I don't like all these poor kids getting sent to adult jails either.

Good points, I think she has been singled out because she represents a certain phenomena. However I don't believe she meant to actually kill anyone, not that it makes a huge difference to the victim but it's not like she walked up and shot her in the head. We all did stupid shit when we were young, this young woman shouldn't have been given the tools to cause such destruction, and if anything at least she has been held accountable for it.

I doubt kids who are blind drunk, underage, and racing who then runs over grandma on the way to Sunday dinner in front of all the townsfolk gets released ‘scot free’ in the West.

At least not in little town, Texas. Tried as an adult, maybe, for starters.

As to the posters saying that that it was just a dumb mistake and that spoiled rich girl shouldn’t have to suffer her entire life over it, well ... does the university girl get her life back, too?

One problem I don’t like about justice in the West, there is a lack of justice. All about hand wringing for the plight of the criminals. As for the victims, the snowflakes keep telling us they they are already dead, so no need to waste their breath on it,

Does anyone think spoiled rich girl is doing hard time in Prey Sar? Nope. She’ll be at the rich VIPs prison. No gang rapes, no eating moldy worm filled rice, no overcrowded cells. Not for her.
