Giant concrete mixer with no construction permit collapses in Sen Monorom

Cambodia News, (Mondulkiri Province): A giant concrete mixer that has no construction permit, no business license and no permission from the relevant department has collapsed, causing surprise and making the neighbors very worried about their safety. The accident happened at 12 noon on July 20, 2022 near Sen Monorom Nursery, Chamkar Te Village, Spean Meanchey Sangkat, Sen Monorom City, Mondulkiri Province.

Residents who witnessed the incident said that before the incident on the morning of July 20, they saw a truck carrying tens of tons of cement stopped to transfer cement from the trailer to three tanks with a height of about 20 meters. Residents said that at about 11:30 a.m. on the same day, there was a heavy rain for a while, then suddenly one of the three cement towers collapsed.

After the team of experts who arrived at the scene, including municipal authorities, officials of the Department of Lands, officials of the Department of Industry, Science, Technology and Innovation, the police and the military found that the site where the concrete mixer is installed. No permission was sought from any professional officer, including the local authority.

Mr. Tov Sotheara, Director of the Department of Industry, Science, Technology and Innovation of Mondulkiri Province, said, " the owner of the location is not cooperating with professional officials". He received previous warnings by the authorities of Sen Monorom Municipality and Mondulkiri Provincial Land Department twice in May 2022.

While all officials are inspecting the impact caused by the collapse of the raw cement load, the owner of the construction warehouse named Heang Chhayly claimed that the cause of the collapse was not due to a technical fault in the installation, but was caused by overloading the cement. According to his calculations…, because one tower can hold 100 tons of cement, these three towers have a capacity of 300 tons…, but after being fully loaded, it collapsed….

Mr. Chhay Ly also said that the machine for making ready-mixed concrete was not built by any company, that is, he bought the machine from a bankrupt company and installed it by himself.

Cambodia News, Mondulkiri: On September 29, 2022, a joint team of experts led by Mr. Seav Ngy Chhan, Deputy Prosecutor of Mondulkiri Provincial Court, inspected the construction site of the wall encroaching on the stream located in Chamkar Te village, Sangkat Spean Meanchey, Sen Monorom city. The construction has been banned twice and ordered for demolition, but the owner of the location, Heang Chhay Ly, did not comply, so the professional officer has sent the case to court.

During the operation to inspect the encroachment of Heang Chhay Ly's construction on the underlying natural stream, the professional officer found that this construction is indeed dangerous, because it has penetrated almost half of the natural stream, which could cause a landslide on the other side of the stream if there is strong flooding.

The abusive construction on the natural stream by the owner of the construction materials warehouse, Mr. Heang Chhay Ly, was not the only fault noted by the professional officer in his inspection of the site: the front stone fence also partially encroaches on the road, while the huge 100-ton concrete mixer, that collapsed and was then repaired by Heang Chhay Ly, is illegal and unlicensed .

Final Warning for Illegal Concrete-Mixer

Cambodia News, (Mondulkiri Province) : After a number of warnings issued to Mr. Heang Chhay Ly, a final letter was sent from the Mondulkiri Provincial Administration stating that the owner of the ready-mixed concrete site should dismantle the construction by February 28, 2023, because it is a public danger and was built illegally.

However, as of today, March 1, 2023, Mr. Heang Chhay Ly has made no effort to comply with the notification of the authorities. Therefore, on the morning of March 1, 2023, the Mondulkiri Provincial Authority led by Mr. Sandarith, Deputy Governor, with the coordination of Mr. Chheav Ngy Chhan, Deputy Prosecutor of Mondulkiri Provincial Court, went to inspect the location of the site in question and made note of the owner's non-compliance with the demolition order.

Authorities report that since 2022, they have issued many notifications to Mr. Heang Chhay Ly, the owner, ordering him to demolish the illegal site, but he did not listen or follow instructions. The report says that not only is the concrete-mixing site built without any planning permission, it also encroaches on a natural stream causing pollution, and his trucks have caused damage to public property, most notably destroying newly built concrete roads in front of the site.

However, because the owner asked them for a six week delay, the district authorities are permitting the final demolition date to be extended from March 1, 2023 to April 14, 2023. They have warned the site owner that if he does not implement the final contract this time, the authorities will take legal action without exception.

Final warning? It’s 7 months or so since the collapse was reported. 1hr should have been more than enough.

The boss says something and everyone jumps but a Monduliri head shed just gets the brush off and accepts it. This man has real power............

Bloody red tape holding up progress. Business should be encouraged, it's just bad luck if something falls down. We call this facility a batching plant.

I wonder how long the thing has been operating without permits/licences etc? Was it the collapse that finally made the 'competent' authorities notice three huge concrete silos?

They couldn't see it because there were lots of all the trees around but now the forest has evaporated it is visable to the authorities so they took decisive action. The roads were not devastated by his trucks but by the loggers. :hattip:
