Cambodia News (Phnom Penh): On the morning of February 23, 2023, it was reported that Brigadier General Keo Rathmony was summoned for the second time by the Prosecutor of the Phnom Penh Municipal Court in connection with a lawsuit for fraud of USD 26,500, which the officer allegedly received from the victim in exchange for a position in the National Police Force.

It is alleged that during 2021, Brigadier General Keo Rathmony, who was the Deputy Director of the Investigation and Enforcement Department (N7) of the General Department of Immigration, told the victim that he had the right to hire people for positions in the National Police and to accept payment for this service because he was close to the senior leadership of the Ministry of Interior.
As a result, the plaintiff transfered US$26,500 to the Brigadier General's personal bank account in return for the promise of a job with the National Police.

However, after receiving the money, the officer stopped answering his phone and did not complete his side of the agreement, so the victim then complained on the Facebook page of Samdech Krala Hom Sar Kheng, Deputy Prime Minister of the Ministry of Interior.
The victim has asked the Minister of the Interior to expel the officer from the National Police Force, and demands that his USD 26,500 bribe be refunded, and furthermore, he is claiming 200 million riels in compensation for mental illness as a result of the stress caused by the false promises of the accused. He has therefore lodged a complaint before the Phnom Penh Municipal Court, where he will testify against the Brigadier General Keo Rathmony for the second time on 28 February 2023.

He's got some chutzpah. He engages in a failed attempt at corruption and now wants compensation for the stress of it all.

How about arresting him for conspiracy to bribe a public official?
