Usually someone is. If not the chef or the staff than the owner. If no one is, you have a problem. Usually it's undocumented or underage employees getting less than the legal pay requirement in unsafe conditions. Ask any Mexican kitchen worker in New York. They'll tell you.

Or ask a Japanese person to go to a sushi joint run by Chinese or Viets and lemme know what they tell you.

Employers have the responsibility to provide a safe workplace. By law, employers must provide their workers with a workplace that does not have serious hazards and must follow all OSHA safety and health standards.

What makes you think that Nepalese are more likely to have unsafe working conditions and exploit their workers than Indians, or Khmers, or most restaurants in Cambodia for that matter ? You seem quite worked up about these people's nationality.

Did I read somewhere in this thread there was a police investigation where they interviewed the staff? I wonder what the outcome was..

Was it an accident or the result of human negligence? The next day I saw the police across the road with a couple of indian guys taking fingerprints and signing papers.

The owner of Sher-e-Punjab is Nepalese. He still owns 3 guesthouses in Nepal. He owns, or is the majority shareholder in, 5 different restaurants in Phnom Penh. Nice guy. He always sits and talks with my wife and I when we eat at his restaurants. Phnom Penh India on the riverside is our favorite, because it's on the riverside, and the manager is excellent.
I am sooooo very sorry if you can't understand or appreciate my sarcastic facetiousness.

He might be nice guy, but something went terribly wrong and being the owner he is responsible for what happened in the end.

And the aunt of the deceased calling for 'generous people' is a disgrace. When someone dies in an accident during work woulnd't it be fair if the owner took care of things instead of having aunty begging around?
