It's strange that the post says "Thursday, January 14, 2017" but it was posted yesterday. It also looks like the frog stole a pair of shorts from the Russian.

He is quite thin, but he also doesn't show the inside of his elbows, either, for heroine, right?

Can't see his teeth either. Hmm ...

He looks harmless, though, unless to himself by possible future neglect.

His crime is "stealing shorts from a Russian?" Important Russian or something?

Hmm, OK. There is a French NGO that actually care for themselves. Unfortunately, they are as human as we are, I hear, haha. Anyhow, that French organization can help him.

he looks quite amiable in the pics and a little amused at his detention.
it would be easy to overstay here through lack of funds to leave.
maybe that accounts for his smirk.
someone else is going to pay his ticket home.
i don't think Cambodia has blacklists for overstayers?

They do have blacklists for overstayers, details in the sub-decree, will look later and post details.

i know a guy who crossed informally into Laos upriver from Steung Treng and lost his 2nd passport in the river. he went to Vientiane where they fined him $400 for illegal entry- they could have charged a kilobuck, but he was polite and contrite. played the bumbling tourist with lost passport.
lucky for him he was a dual national and had a virgin passport up his sleeve.
anyway- of course he had overstayed for a considerable time, but all good in the end.

underground railway a possibility for overstayers
