I think that the authorities want foreigners to pay taxes, and they want some sort of control over the job market to avoid social unrest. When you read declarations about "foreigners", don't automatically think that they are out to get westerners. We are insignificant in the big scheme of things. All this is just my opinion, of course.
Now I pay shit loads of tax, or at least my employer does for me, as my salary was negotiated in nett.

The legislation is only enforcing all the previous laws which were never really enforced.
Nowadays Cambodia is like most other countries - priority is given to locals and you have to have skills which they do not possess or a definite labor shortage to obtain an exemption.
They could not find a way to enforce tax on 'Self-Employed' so it is now removed.
According to the original laws a Visa was granted for up to a year to decide whether or not to set up a company here and invest - so everyone has had a good run up until this year - me included for 10 years Visa extensions.
There are two options - work for someone or set up your company in the "Real Regime' tax system.
Cambodia allows 100% foreign ownership in which case you will have a Tax Patent in your name and your Visa and Permits are issued accordingly. You can only 'lease' land or ground floor building - not buy
If you have a Khmer partner on a 51/49% basis the company can buy land and GF buildings. The Tax Patent will be issed to the partner and the 'Employment' Letter is a simple template signed by the Patent Holder along with the Company Stamp.
The banned occupations like barbers and tuk-tuks is only fair, as we see the Chinese have gone too far in Sihanoukville and their 'dollar-free' tours.
Cambodia is competitive in its rules for 'foreigners', the tax is competitive too. Tax free breaks are available in the SEZ's.
PSD-Kiwi is the best source for latest info and the ins and outs of dealing with the ministries.

Speaking to several heads of private security agencies during a workshop on Tuesday, Lieutenant General Lim Sokha Reaksmey, head of the National Police’s private security department, said Cambodian law does not allow any enterprise or company to hire a foreign national to work as a private security agent in the Kingdom.
The statement came after recent violent clashes when Preah Sihanouk provincial police arrested Chinese security guards who worked in hotels and casinos run by Chinese nationals.

Yep, not a new law that one. All of these foreigners advertising and/or providing Close Protection services are doing so illegally. PHNOM PENH, Oct. 6 (Xinhua) -- Cambodia has reversed a ban on foreigners who are self-employed in 10 categories of jobs, according to a Ministry of Labor and Vocational Training's statement released late on Saturday.
"Based on the demand of the skilled labor force of foreigners in service sectors and to encourage investments in Cambodia, the Ministry of Labor and Vocational Training has re-allowed foreigners to be self-employed in all types of business," Minister of Labor and Vocational Training Ith Samheng said in the statement.
The move came more than a month after the country barred self-employed foreigners from being taxi, tuk-tuk and rickshaw drivers; barbers and beauticians; street vendors; massage therapists at public places; shoe sewers and polishers; tailors; car repairmen; Khmer souvenir producers; Khmer musical instrument and Buddha statue makers; and goldsmiths and gem cutters.
According to a Ministry of Labor and Vocational Training's report, there are more than 160,000 foreigners from 93 countries and regions living and working in the Southeast Asian nation.
Usually, self-employed foreigners in Cambodia have to pay 180 U.S. dollars per year for long-term visas and another 130 dollars per year for an employment book or card.

Years ago, somebody set up an English school for poor Cambodian children. Soldiers from the Australian Army were in town, and came to set up play equipment at the school. While they were there, soldiers from the Cambodian army were there to protect them. At first glance it looked funny. Australians are much bigger. So there were little men protecting big men. But when you understand Cambodian way of thinking, it makes sense. It was a time when their ship came into port, and the men went out and about about around town. They wanted to do something to help the poor people. Those helping at the school were dressed in military uniform.
I suspect it was in case someone came along, didn't like the army from another country in Cambodia, and decided to make trouble. This may be a possibility, particularly if a drunk person or group comes along.
I thought it was funny at first. But after I thought it through, I came to the conclusion I shared above.
