Maybe it's an error in translation, but "employees in private enterprises" includes 99% of jobs in the Kingdom available to foreigners. Or will they allow freelancing but not full-time employment?

That's not what it says. It says that foreigners will be banned
from self-employment on 10 types of jobs, including driving taxi, tuk-tuk, or motor taxi, street vendor, barber, delivery man, and other small exploitations

It's an unfortunate way of explaining that Stroppy can't drive his tuk-tuk for paid fares regardless if he is freelancing or hired by PassApp.

My thought is that by "private enterprises" they mean foreigners, (looking at you, Chinese) setting up a business and having their staff be exclusively made up of foreigners.

I think this is referencing the quota system which is already in effect. In which you can only have a certain amount of foreigners working and the rest must be Khmer? And the hiring manager / HR will have to be Khmer?

I think it's just a poorly worded translation.

Exactly, foreigners may not exceed 10% of the total amount of Cambodian workers and the company must apply yearly for the quota explaining the need for import over the use of local talent.
