Irrigation and labor are big constraints along with port transport and distribution infrastructure
Irrigation and drainage channels are a real problem in many places in Cambodia, including around Sihanoukville.
We have many areas with a Sulphate Soil situation, common in low lying, frequently flooded, alluvial soils.
You get layers of sediment containing high levels of Iron sulphide.
It is fine when it is naturally locked up
but when you cut a channel - the water flows through and "bleeds" sulphuric acid into the run-off.
Forever. (unless you block the channels)
You can detect it around irrigation and drainage channels by the smell of rotten egg gas. Highly toxic to all water life.
Just now being recognised as major issue here. Mainly found on the coast and around the Tonle Sap in prime ag land.
(ooops sorry, off topic)

That is a very good point SternAAlbifrons also with Arsenic in area's of the lower Mekong. I would have thought 30% fresh food would be a low figure with the amount of Chinese in the area, and again the gains of tax in imported goods.
Always "hope" but never "expect".

The revoking of the law doesn't make sense.
Since when have tuk tuk drivers, taxi drivers, shoe shiners etc been jobs that required the expertise of foreigners.
I would just make the observation that letting Chinese do these jobs has no negative repercussions back to mainland China, unlike the online gaming etc.
Also, it doesnt hurt Chinas influence over Cambodia to have 100,000s of their citizens living and working here.
My suspicion is China is calling the shots here.

The main reason for the law and the revocation was the self-employment part.

Both were poorly worded and did not translate well into English.

Anyone that genuinely contributes to the economy is welcome.

Your suspicions about China are well-founded, but the latest figures show only 1% of locals are unemployed, so labor and/or skills are required.

The government is genuinely trying its damnedest to rid society of the two-bit gangsters, and the high-ranking officials who abuse their power.

Stick by the Cambodian people bro - they need you.

Locals are unhappy with this about-turn on the part of the government.

Groups want foreigner worker ban reinstated

Representatives of more than 50 groups yesterday urged the government to reconsider its decision to rescind the ban on foreigners working in the informal sector.

In a joint statement, the groups expressed concern that the foreigners will deprive Cambodians of the means to earn a living.

“We request the government to reinstate the August 28 directive which banned foreign nationals from self-employment in 10 categories of work,” the statement said, noting that this would ensure that Cambodians improve their living standards by working in the informal sector.

The groups included the Independent Democracy of Informal Economy Association; Coalition of Cambodian Farmer Community; Cambodian Food and Service Workers’ Federation; Cambodian Labour Confederation; Cambodia Centre for Human Rights; Committee for Free and Fair Election in Cambodia; Youth Resource Development Programme; Thmor Thom Association; Samakum Teang Tnaut; Centre for Alliance of Labour and Human Rights; and Gender and Development for Cambodia.

Vorn Pov, IDEA president, yesterday said that the recent announcement by the Labour Ministry to lift the ban on foreigners reopened opportunities for them to compete with Cambodian workers in the informal sector.

“Our workers in the informal sector and the self-employed will risk losing customers and income which will result in lower living standards,” he said. “It may force them to go abroad to find work.”

Mr Pov noted that lifting the ban is not in line with the government’s Rectangular Strategy in the fourth phase of poverty reduction in Cambodia.

Heng Sour, Labour Ministry spokesman, yesterday said that the ban was lifted following requests from the private sector.

“They requested for foreign nationals to be allowed to be self-employed again because certain sectors, including tourism and the service sector, require foreign investment,” he said.
