Phnom Penh, Cambodia News: An unidentified black foreigner smashed his Prius car plate no.PP2AS-3117 into a PassApp tuk-tuk and attacked a man, on November 01, 2018, at 10 am, on Preah Sihanouk road, Khan Don Penh, Phnom Penh.

After causing the accident, the black foreigner of unidentified nationality attempted to escape, but he was detained by local people to sort out the problem with the tuk-tuk driver.
Following that incident, the foreigner drove his car around the city aimlessly, and ended up returning to the Independence Monument. Because he had lost his phone at the accident scene,he then accused another man who was at the scene of stealing his phone and he attacked him. In fact, the phone had been dropped in the heat of the previous incident, and the Passapp tuk-tuk driver picked had it up and he duly returned to the foreigner.
Following all this kerfuffle, the police took the foreigner, the tuk-tuk driver and the victim of the attack down to the police station for questioning. The man who was unjustly attacked for stealing the phone has pressed charges against the foreigner.

Smash a tuk tuk, attack an innocent man. I have read people get mob beat for less than this. Sometimes it happen and sometimes not.

This is near the big man's house and police is all over the place. Can hardly see a mob forming there.
