How many local guys have health insurance or any other realistic way of paying large hospital bills? I think it's more the fact that westerners are more likely to pay the bills.
I think it's more that you can "check their ID" while they're out to it...

Found a passed-out Barang a couple of years ago. This was around 5 am on Charles de Gaulle with hundreds of cars heading for sunrise at Angkor Wat and Gendarmerie stationed 20 meters away on either side. Not one person helped. (After I organized an ambulance and got him sorted out at the hospital, he just disappeared without so much as a "thank you"
but that is another story.)
Luckily you were there to save him. Sorry that hear anything like this.

And that's why they leave you on the street to bleed to death if something happens but pick up the barang and send him away in an ambulance. One can pay and the other cannot, makes sense no?

The majority of Cambodians are already struggling and having hard time to bring food on the table for three time per day. Most of us don't earn much, so do you think they would dare to spend their little money to buy health insurance. Plus, it ain't cheap though.
