There's a helmet on the ground by the bike. Why do you think he wasn't wearing it?
If you zoom up close on the head of the guy covered in blood there looks like there is a a horizontal gash on the back of his skull, suggesting that he either wasn't wearing a helmet or did not have it fastened and it came off during the accident prior to injury.
Of course given the photo its difficult to be certain of that.

They disrespect Buddhism and the country where we are guests. Would they walk shirtless in Riyadh? I dont recall shirtless man Berlin or NYC.. Respect country where are you guest, dont be a wally.
