Some bikes have had the lock cylinder modified so other keys will work. Some motorbike theft is by organized criminal gangs who may have modified the cylinder before selling the bike, so it is easy to steal later.
It seems he knew the key would work. He may have known the lock cylinder had been modified, or may have had a copy of the key.

A question to bike owners. Would you assume that anyone sitting on your bike is a thief about to steal it, or is it common for Khmers to just go around sitting on other people's bikes?

Very good idea. I was watching a YouTube clip the other day about a similar problem they have in the USA with people who steal parcels that are left outside the owner's house. One clever chap created a "Glitter bomb". Somebody else filled a parcel full of his dog's poo. the guy is certainly acting like it is his bike..
maybe, the call is to an accomplice who stole the key while servicing the owner and is now keeping the owner occupied or telling the man the owner is in the shower...
I never saw a thief work in this manner...
who says it was stolen?
I would suspect that the owner was set up...
maybe just a barang who bought it and put it in a local's name...had his own key and is taking it because they broke up and she has the title?
I knew a lady in Koh Samui who told me about a great deal on a PCX until we learned the Frenchman had nabbed it from his ex who he had put it in her name.
he was selling a bike he paid for..but, had no title to..
I bought my wife a scooter and put it in her name..
if we break up..it is hers.... I made this decision 2 years ago and she keeps it in perfect condition..
I don't drive it....
people used to tell me such tidbits as ... I buy a liter of milk..not the cow...
and i was nuts..
i was going to be sorry....
it sure did not seem to be much of a risk...

Any “organised criminal gang” isn’t going to go to all that trouble.
Honda Airblades have notoriously useless locks and any other Airblade key (or spoon) will fit.

Imagine the deterrent if you risk the dye giving you 'Mongolian blue spot' over your face and hands. Easily identified as a thief for weeks on end.

There are definitely bikes in Cambodia with the cylinder lock modified to make them easy to steal. This can happen by the dealer before it is sold. In some cases, they may just keep a copy of the key.
In some cases, a fake friend borrows the bike and gets a copy of the key cut.
In some cases, the fake girlfriend organizes for a copy of the key to be cut.
Most criminals in Cambodia dont work alone. They work in gangs. Many work with the police. The police get a cut, and have no desire to stop the crime.
A lot of crime in Cambodia is more sophisticated and organized than many people are aware of.
A lot of bike thieves work with bike dealers.
A lot of phone thieves work with phone dealers.
The bike dealers and phone dealers are also criminals.
