Prime Minister HE today said that Cambodia should be the first country to implement a free first-aid treatment to foreign workers working in the Kingdom.


Speaking at the opening ceremony of “the 3rd Ministerial Conference on Labour Cooperation in Cambodia, Laos, Myanmar, Thailand, and Vietnam (CLMTV) under the theme of “Toward Labour Protection of Migrant Workers in CLMTV: Cooperation on Social Protection Sector” in Siem Reap province’s Siem Reap city, Mr HE said that the Kingdom also wants Cambodian migrant workers working in other countries to receive free treatment.

“Cambodia should implement the first-aid treatment free of charge to foreign workers working in our country because we also want our workers working in another country to receive reciprocal free treatment,” he said.

“I strongly hope that the close cooperation between the Cambodian government and the governments of other friendly nations, and development partners will be accelerated with effectiveness in order to achieve the sustainable development goal of United Nations and joint progress of CLMTV,” he said.

Yeah, that would be a great idea if the foreign migrant workers in Cambodia had access to the same fantastic health treatment as the Cambodian workers, but they would get it for free.
Does anyone have a problem with that ? Sounds peachy. However, there' s a slight catch if you examine the statement. :o

I have a NSSF card here. It provides free treatment at any government run clinic or health Centre.

So, already exisis no?

Whats the point to provide free treatment to foreign workers? They get pay 3,4 times higher than local....

Sure does. :
According to a prakas and a sub-decree released last year by the Ministry of Labour, as of January 1, 2018, all businesses hiring one or more employees are now required to pay 3.4 percent of each employee's average salary each month – up to a maximum of about $8.50 – into the National Social Security Fund (NSSF).
As far as I know the treatment isn't exactly free, you have to pay for it and it will supposedly be refunded later.. :?

NSSF does not provide 100% free healthcare. I do not know the figures, a friend of mine had a hospital stay for his health for a few days (3 or 4) and had a total bill to pay around $45-$50.
Still here, in country...

I think you're thinking of the wrong foreign workers.

Given the theme of the conference was "Toward Labour Protection of Migrant Workers in CLMTV", I'd expect that we're talking about foreign workers from Laos, Myanmar, Thailand, and Vietnam.
