To me it sounds like a doctor running his own private health care business would now be required to treat overseas workers for free while charging locals a higher price to make up the shortfall in running costs,,, or would the government refund those costs.

The endless Cambodian loop. Country with one of the worst medical systems in the world offers to pay for medical treatment of relatively low number of foreign workers, in exchange for Thailand treating a million of their citizens for free. PLUS; i really wonder how many migrant workers from Burma,Laos,Vietnam would choose to work in Cambodia over Thailand
PLUS PLUS; i doubt any thai would choose to work in Camboida rather than at home where they dont do the jobs that the migrant laborers are hired to do

That was my whole point. I see it as a rather foolishly optimistic ploy from the PM to get the Thais to accept a totally one-sided deal. They won't. The only ones to benefit would be the Burmese and Cambodians who have tons of workers in Thailand. Why would Thailand accept to treat all those migrant workers for free? Meanwhile, the 5000 Thais residing in Cambodia would get free shitty healthcare... Yeah right.
