Foreign Driver Smashes into 2 Vehicles with his BMW

Phnom Penh: On the evening of June 29, an unidentified foreign man caused an accident with two other vehicles while driving his BMW on street 1986, Khan Sen Sok, Phnom Penh.

According to a witness, a car with the number plate no. PP2D-7681 was driving along street 1986 in the direction from west to east, when suddenly it was hit from behind by a BMW X6 plate no. PP-2088. The BMW, driven by a foreigner, was traveling at high speed when it shunted the other car from behind, causing it to smash into the garbage truck that was immediately in front of it.
Both cars were seriously damaged, and were taken away by police when they came to investigate the accident scene. The garbage truck was hardly scratched, so it continued on its way.

which literally translates as foreigner. If he were Chinese, they would have said ជនជាតិចិន (Chinese).

This is a photo of the driver of car plate no. 2P 2088, but is he a westerner or Chinese or other ? From the photo, he could be any nationality. Updates from CEO News ?

Edit: It's true that the khmer news usually specifies if a foreigner is Chinese, but not always.
