Angry Crowd Chases Hit and Run Driver of GRK Car
Cambodia News, (Phnom Penh): A Chinese woman traveling with two other people was driving a Land Cruiser, (license plate Phnom Penh 2AQ-2355), at high speed when their vehicle hit a motorcycle from behind.
The three men on the motorbike were seriously injured because it was stuck under the car and dragged along the road. The accident happened at 7:30 pm on September 16, 2022, along Street 271, Sangkat Obek Kam, Khan Sen Sok, Phnom Penh.
Sources from the scene said that before the incident, they saw a white motorcycle (with license plate Phnom Penh 1IQ-7734) carrying three men, traveling along Street 271 in the direction from north to south. They were driving at medium speed, when they were overtaken from behind by the white Land Cruiser, driving in the same direction.
The Land cruiser then hit the motorbike near the Nokia traffic light, and kept going, dragging the motorcycle and the three men along the road until they neared Chea Sim Samaki High School.
Local people who saw the accident were chasing the car to force it to stop, because it was still dragging the motorcycle, and when the vehicle finally stopped, an angry crowd gathered at the site.
Fortunately, the police arrived at the scene and removed the three foreigners from the car, sent the three motorcyclists to hospital immediately for treatment, and took the two accident vehicles to the police station for examination.

Update: Further details and more photos of the scene from later news items
The vehicle, which was a Land Cruiser with plate number Phnom Penh 2AQ-2355, also had a windscreen sticker identifying it as belonging to a member of the Royal Gendarmerie, the GRK, or miltary police. It dragged the motorbike over 60 meters along the road, and two of the motorcyclists, out of the three, are in a serious condition in hospital.
The occupants of the car appear to be two or three women, as first reported, but their nationality remains unconfirmed.

Hit and run, obviously the driver has no concern nor awerness of her driving ability, and certainly no care for other road uses.
Thing is that it's an accident, and unfortunately accident's happen.
Looking at this in another direction, the driver of the car is in a state of shock by what had taken place, running away seam's the normal thing to do in Cambodia. It's like fend for yourself, having no care for others.

So did the car hit the motor from behind or was the motorcycle hit by the car from behind?

Just to address an accident, something that basically goes wrong in effect when you’re thinking you are in control. Basically the problem is at the time of the accident the person is not in control of the situation.
So many traffic accident’s in this country, and like we are seeing in the news stories, many are that of foreigners, I personally don’t think that situation looks too good, more so when the driver in this news story has decided not to stop at the point of the accident, but to drive on with people being dragged along under the car. But when a angry mob is chasing you too, after the shock of the accident can’t help, but overall my opinion is stop at the scene of the accident.
We don’t know the full details of the accident, it may be possible that the rider of the bike was at fault, or the driver of the car lost control for a second either way the accident has left 3 people with injuries.
It also seems like the Khmer, running away from the responsibility of your actions may be worth the try. In the long run the visitor of the country will probably be the one who pays, even if they were in the right, I would say that it is expected, foreigners in the eyes of the locals have money, also this would not have happened if they were not here.
