They look like a bunch of dodgy thugs.
Silence, exile, and cunning.

You should see the guys they arrested!

Good job being a monk - free accommodation, walk around town in the morning and collect free food, then kick back and get stoned for the rest of the day... do a little 'dealing' for pocket money.
You could be next.

I would not be surprised if they were temporary monks, either sent there to avoid getting collared by the police or sent there by parents who could not deal with them.

I thought that's what parents did with there boys? Sent to Monk Hood for a better life that they can not provide and obviously much better than the old orchestrated orphanage tourism.
I do agree with your opinion on 'temporary monks' this would explain last year's drug arrests. Dressing as a monk is not the worst idea and I'm yet to see a pat down of a burqua wearing woman at an airport.
