That's his job, to promote British government interests, not the interests of British people. Propping up failing UK universities is in their interest.
Putting shitty British universities in Cambodia does nothing to advance the interests of the Khmer people either, just a wait for the English to offload their awful educational system on a country that is none the wiser due to the way people here glorify Barang educational standards, without realising the best are already to be found in Asia (e.g, China and Singapore out perform the UK in virtually every metric imaginable).

A vegetarian wouldn't be grilling a bunch of meat and letting us know he enjoys eating meat, regardless of what they may say they do privately. If you consume meat (let alone grill it for a bbq) at best you're a duplicitious liar, and at best you are not really a vegetarian because you don't follow the idea of vegetarianism (i.e, no consumption of meat).
