I can only assume 2 things:
Either
1) That stuff running down the stairs ISN'T blood, because if it were, it would have been from days ago. Someone should have noticed it.
2) That's just a messy guesthouse and those stains have been there forever.

It seems he didn't have the $1300 for this month or last month. That's $2600. Then the standard fee for removing a body from a guesthouse is $800-$1000. But the police usually extort that from the owner. Here the dead body is the owner. Maybe they'll make the landlord pay. That puts the landlord out $3400 - $3600, minus the deposit.

Witnesses at the scene claimed they had seen the door locked from the outside of the house for a couple days. This morning the smell broke out, leading to a police investigation.
Police estimated the man had been dead for two or three days. He was reportedly found hanging from a curtain rod.
