Families petition against justice only for chosen few in fraud case.

About 50 people representing 40 families from Takeo province’s Bati district came to Phnom Penh yesterday seeking justice in a fraud case where they allegedly lost more than $120,000.

The representatives submitted a petition with Prime Minister HE and the Supreme Court, hoping for intervention.

The petition states that the families, from Lumpong and Tang Dong communes, had put money in the Progress Farmers Saving Association since 2014 with the expectation of earning interest.

However, in June 2015, when they went to withdraw the money, association president El Sopheap and three others told them they had no money to give back.

The case was brought to the Takeo Provincial Court earlier this year and prosecutors charged the suspects with fraud.
In September, court president In Manith ordered the suspects to give back money to only five families, leaving 35 families with no recourse.

“The action of leaving out 35 families made us lose 174,973,800 riel [about $43,700] and $78,342. This decision caused us suffering and the court revoked our right to file a complaint over our loss,” the petition said.

Ms. Manith said the court required the families to choose only five representatives to testify because there were too many people to question, but citizens claimed the court only solved the issue for those five families.

“I have nothing to say about their claim. The case is finished but now the citizens’ representative already filed a complaint to the Appeal Court,” she said...

Sounds like the court didn't want to deal with too many witnesses so asked them to select 5 representatives to put forward their complaint. Being utterly inept the courts then awarded just those 5 ppl damages.
