Fake military officer charged with fraud.
A man was charged yesterday by the Phnom Penh Municipal Court over allegations he disguised himself as a military officer and cheated his neighbor out of $8,500 in the capital’s Sen Sok district in January, according to Military Police.
Mr. Sokhom said Mr. Thy had been arrested based on the complaint of villager Chhun Pheng, 45, who said Mr. Thy had taken $8,500 from him on the promise of helping him win his case in court, but the case was still unresolved. He added that Mr. Thy had yet to return the money.
Colonel Mak Hong, chief of Sen Sok district police, said Mr. Thy had previously been arrested on July 16 for beating a district police officer after being stopped for riding a motorbike without a helmet at a police checkpoint in Teuk Thla commune, and for riding drunk.
He added that in this case, Mr. Thy had been charged by the prosecutor with “beating a police officer while performing the road traffic law and driving while drunk,” but he was released on bail on Tuesday.

So no charge of wearing no helmet? If he had worn a helmet, beaten the 'cop', then fled, he then could have claimed it wasnt him driving moto, but his neighbour accusing him of fraud setting him up.
i need to find english version of the road rules that are now being implemented. It must have always been illegal to have kids sitting in front of driver, how will they all find alternative transportation options without increasing costs, if they are now working only to break-even?
