This article from kohsantepheap states that, contrary to the regulations, there were no fire extinguishers on board the tourist boat. They also note that it was extremely fortunate that the fire burnt itself out without spreading to other boats docked at the pier.

It is a tad suspicious, if the captain was onboard and it was going to burn you would have thought it was him that unmoored it when he saw the fire was out of control. Also, five fire extinguishers? The thing always looked like a top-heavy deathtrap, anyhow.
