Let me rephrase: doesn't the law say . 10 BAC is the point at which penalties apply?

That "detention center" is an extremely shoddy build. Plasterboard and light aluminum strips, FFS? How the hell is that supposed to last?
Silence, exile, and cunning.

I have met this guy before ,he seemed very likable and had a smoking hot girlfriend.
He must have been really drunk! People do crazy thing while under the influence of alcohol.
He will have to pay and will learn from this I am sure.

Yeah, another "top bloke" - drink driving scum who when caught was unable to pay the price but instead threw the equivalent of a 3 year old's tantrum in a jail cell - top bloke, indeed, when they let him out - he can move to Sihanoukville where he'll fit in perfectly.
