Obviously being a law abiding citizen doesn’t include obeying the Road Traffic Law, with respect to the consumption of alcohol and escaping from the scene of the accident. We’ll overlook the “driving the wrong way down a one way street” for the moment!

Extracts from the Law on Road Traffic

Article 77: Any persons, who are driving under the influence with alcoholic rate of 0.40mg or above per liter of air, or 0.80g or above per liter of blood, shall be subject to being imprisoned from one to six months and being fined from Riel 800,000 to Riel 4,000,000.

The above offenses shall be subject to being imprisoned from one to three years and being fined from Riel 4,000,000 to Riel 15,000,000 should they be committed in any of the following cases:
b. driving the under influence with alcoholic rate of 0.40mg or more per liter of air, or 0.80g or more per liter of blood,
c. resulting in injuries to numerous people,
d. escaping from the accident scene to avoid being held responsible,

I would have thought that in those circumstances waiting until the police showed up,would be highly risky, unless of course he had 'friends" in the right places.

This whole thing was obviously an elaborate class activity for apprentice chefs, he was teaching them how to cook their own goose.

Need to add " He cannot drive for shit, especially when pissed, enjoys nights out with his bar girls and has wife on speed dial when trouble rears it's ugly head. He has a rebellious nature and sometimes challenges the norm by driving the wrong way on one way streets. He is a masterful orator who can talk for 20 minutes and say nothing. He can dribble shit with the best of them"
