As far as i understand, its about Phnom Penh (Phnom Penh municipality) not about Cambodia.

that's the problem. People haven't been anywhere near paranoid enough. It's too late now these things are in production. It's not cameras are worried about its the potential to arm even these insect -sized drones with lethal substances that can assassinate just about anybody. And then who can be held accountable?

I don't think they will. Miniaturising the electronics is easy, but the mechanics and power supply are much harder. Drones are unlikley to get smaller than hummingbird size for many years.
