Drone over Monivong

I saw my first drone today, on Monivong around 5.15 pm. It was standing in the air at about 10-15m, in front of Canadia Tower, directly before the big intersection when driving southwards. Black, maybe 60 cm diameter, with two "eye-like" red lights.
Are they used for traffic control? Or what else could it be? It was quite a weird encounter... :?

Is drone allowed in Phnom Penh?

Ok, let me rephrase...

Are they used to check out when opposition MP's are leaving the NA?

(Actually there was one of these bigger police stops close to where I saw the drone before when I went back two hours later. That's why I mentioned traffic control. Mea culpa. :roll: )
