Police do not have the exact statistics, but they esteem that the number of crimes committed by foreigners in Phnom Penh decreased in 2017 compared to the year before. Somehow, the hundreds of Chinese who have been arrested and deported for VoIP scamming are not included in these Phnom Penh crime figures for 2017. They say that a total of 100 foreigners were arrested in Phnom Penh in 2017.

Police target crimes carried out by foreigners in the capital
- The number of foreigners who have committed crimes in the capital has decreased, according to Colonel Tey Visal, deputy chief of the municipal criminal investigation department.

Col Visal said that the dip can be attributed to police strengthening their work, and upping patrols in areas where foreign tourists and expatriates live and visit.

“So far, we have observed that criminal cases involving foreigners has decreased if compared with last year,” he said yesterday. “But we do not have exact statistics yet.”

According to a municipal police report, there were 60 criminal cases involving foreigners from 18 different nations in 2017.

The 60 criminal cases included two cases of murder, 12 cases of thefts, 41 cases of theft with aggravating circumstances, one case of rape, two cases of confinement, and two fraud cases. Among these 60 criminal cases, 100 people were arrested.

Plus 10 cases of pornographic dancing, 1 case of espionage, and possibly a couple of cases of forgetting to use "Lord PM and Supreme Commander", or squinting while saying it, etc. Or mentioning trees. Or sand.

National Police Commissariat: Foreigners in Cambodia Commits 88 Crimes by First Semester 2018

Phnom Penh (FN), August 15 - General Thong Lim, Deputy Police Chief and Chief of Hotline, representing General Neth Savoeun, National Police Chief, on Wednesday morning, conducted a second annual review of the 2018 performance of City-Provincial Police Department, along with other embassies in Cambodia.

According to a report of the hotline on the second quarter of 2018, 178 foreign investors and visitors in Cambodia were victims, of which 61 are Chinese, 22 Vietnamese, 14 French, 13 British, and 11 Australian.

The report added that foreigners living in Cambodia have committed 88 crimes; 17 cases were drug-related crimes, accounting for 19.31%.

Police arrested 378 people, 25 nationalities, of which 257 are Chinese nationals, 37 Nigerians, 14 Vietnamese, 12 Thai, and 8 South Korean.

It's only an observation, but deaths and crimes by western foreigners do appear to have gone down to me. Maybe those new visa/ work permit laws are helping.
