The likelihood of that happening in this country is somewhere between zero and fuck off. I was scammed by the driver on my very first trip using an APP (not itSumo), I reported it and I had my money reimbursed via Wing.
Since then I have had good experiences with the App and the various taxi companies.

ITsumo seem to be working hard to get an app that can actually compete with the bigger players. They have the ITsumo luy wallet (which I am not 100% on how it works), phone calls within the app, cash back on rides, map works well and navigation is quite good.
Hopefully they have enough capital to stick around.
If all the local apps fail I am sure the prices will start to rise across the board
