Either this area is being hit with repeated random poisoning and sickness outbreaks, or there is something else going on.
Is it credible that shortly after a mass poisoning of the population, large numbers of animals are also dying from poisoning/illness, and this is not related ? These poisonings are occurring in the same commune, in the same district.

I posted earlier that IMO if the river water was responsible for the poisoning of the local population, then logically their animals should also be affected. Now the animals are dying and I don't believe this is a coincidence.
Looking on the map, the river runs through the Lumphat Wildlife Sanctuary just before the village....
Upon relooking at this, I am pretty sure I had the incorrect village. I think this screenshot is the where the village is somewhere located

“… I will not give up on this issue, so I might decide to fire ministers,” he said, because of the gravity of the issue in respect to the affected villagers and the nation as a whole.

Mystery solved, rice wine made with river water was obviously the culprit, or was it? 🤦🏽‍♂️ What a clusterfuck.

"Local authorities in Kratie province believe they have identified the source of the deadly rice wine, made with lethal levels of methanol that killed 14 people. The discovery was made after investigations traced the incident to the owner of a brewery who died after drinking his product. Two others also died from consuming the same batch of wine at his funeral."

“At the moment, we do not know whether the toxicity level in the streams has declined. I believe the level has decreased because it rained many times,” he said.

“The ban has upset some rice wine vendors, and they have asked the authorities and experts to withdraw it as they said the poisonous product had already been discovered and destroyed,” Phea said.

Indeed, confusion reigns.
No matter what the ministers say, inspections are still being carried out on goldmines upstream, and water and soil samples taken. The local community miners say they don't use chemicals, but are reportedly running scared, and they complain that officials are stealing their wood while carrying out inspections. It is possible that there are also demands for 'payments' from the local miners, although in theory, they are licensed. The Chinese-owned mines say inspections are welcome, they have nothing to be concerned about. There are also illegal mines operating in the region. No results of findings have been released, and reporters are discouraged.

To add to the confusion, the Mondulkiri governor has said that some of the "poison" cases were actually malaria.
Mondulkiri Governor Svay Sam Eang says that the working group from the Mines and Environment ministries are continuing to inspect mining areas in the commune and he has not yet received any results.

Mr Sam Eang added that some of the 80 villagers hospitalised in his province were not poisoned from water, but fell ill with malaria.

Miners flee amid compliance push
Chong Phlas commune, MondUlkiri province – As officials from the Mines and Environment ministries continue their compliance push here, villagers from the Chong Phlas Gold Mining Community have fled or withdrawn into their homes, too scared to continue their work for fear of being blamed for poisoning waterways that led to the death of villagers downstream in Kratie province.

Nearly 300 villagers fell ill during a poisoning case earlier this month, leading to the death of 13 people in Chetr Borei district where water from the Prek Ter stream was contaminated.

About 80 villagers in Mondulkiri province were also hospitalised after poisoning from stream water.

The Health Ministry initially blamed the tainted water on pesticides and also claimed villagers had died from drinking methanol-laced rice wine.

However, several villagers told the Khmer Times that they suspected they may have been poisoned by cyanide run-off from gold mines in Kratie and Mondulkiri, a theory later confirmed by Industry Minister Cham Prasidh and then denied by Mines Minister Suy Sem.

Law amendments made following illegal mining crackdown
The National Assembly yesterday passed an amendment on a law regulating mineral resources management and exploitation in a move to better regulate the mining sector and prosecute criminals.

The amendment was made due to a 2001 law that did not include a clause regulating punishments for mining operators who violated the law, officials said. One of the amended articles says that miners and mining concessionaires who commit mining offences could face a fine of up to $12,500 and up to five years in prison.

The amendments followed the recent closure of nearly 30 illegal gold mining operations in Mondolkiri province as officials with the Mines and Environment Ministries continue a compliance push in the wake of a poisoning case that killed 13 villagers downstream in Kratie province.

Villagers claimed gold-mining run-off was to blame for the deaths, but the government has officially pinned the poisonings on herbicide run-off and methanol-laced rice wine.

Four Illegal Goldmines Destroyed in Battambang

Battambang: Reports say that authorities have been inspecting and destroying a number of gold mining sites on June 1 in Phnom Proek district. According to the preliminary investigation these were illegal operations.

Of five sites inspected, four were illegal.

According to the report, the materials and exhibits were confiscated, including: - 8 miner crushers units, 2-battery Breakdown Machine, 3-Other chemical substances, 4-Kip air (Pipe) 1070, 5-Kibble Star 2030, 6-grinding head 4 7-Amoni Nitrat hat powder. (24 sacks × 25kg)
8. Sodium Cyanide 20 containers and other chemicals. At present, the materials and exhibits have been confiscated.

According to sources, the gold mines have been in business for many years, After the death toll from toxic chemicals from mines in Kratie province were announced last month, illegal mines were ordered to be demolished.

The source said that goldmine owners in Phnom Proek district are relatives of provincial officials, operating with impunity to the law until now.
