I don't understand this news. Who is Colombian and who is Cambodian ? Philippines robbers?

There was no Philippine robbers, the Colombian popped the tires and his Khmer accomplice alerted the driver to the fact he had a a flat tire. When the driver got out of the car to check his tire they swiped his bag from inside which they had seen him put money into after exiting an ATM.

Nothing to do with any flippos.

Colombian admits to brazen 2016 robbery
During his trial at the Phnom Penh Municipal Court, a Colombian man yesterday admitted robbing a Cambodian man after he visited a bank in 2016.
Gomez Torres Alonso Zose, 33, was arrested immediately following the brazen robbery in Daun Penh district, while his accomplice, Argentinian Pierre Victor, 45, managed to escape and remains at large.

Presiding Judge Svay Tonh said the two men employed a clever trick to rob the Cambodian of an undisclosed amount of cash after his visit to a bank on June 29, 2016.
“They used a new trick,” he said. “They took nails and threw them under the victim’s car. “When the wheels of victim’s car ran flat, he pulled over and got out to check them and that’s when they snatched his bag of cash from the vehicle.”
Judge Tonh said the victim yelled for help and a group of citizens apprehend Mr Zose, and the stolen bag of cash, while Mr Victor escaped...
