Gambling rings around cock fighting is generally bad. You target the breeders, you basically eliminate the problem.
Problem with targeting breeders is that, they can fight back against a very poorly-funded police force. So, they just ate the chickens, and left the humans alone for the most part.

I just think it's a poor country's solution to a real social ill in the countryside! It's hilarious.
Like watching Hee-Haw in HD. Skip to 2:06 for the part about chickens.
Compare to contemporary Khmer comedy skits, like this one. Aren't the costumes sort of the same?
The issues they discuss seem disturbingly similar, besides the obvious difference in Buddhist monks and a few other variances. But disturbingly similar, haha.
