After examining the leaflets that were written in the Chinese language, the officers discovered that the printed materials did not refer to any sexual services or prostitution, which is illegal in the Kingdom.

It says in the Post, it was a rub-and-tug place:
...leaflets in a public area that depicted sexual images to promote a massage parlour.
As there's no nipples it'd probably just be a slap on the wrist, if anything, in the UK, too.

Phnom Penh residents have been shocked to discover that the distribution of sexy flyers offering special Chinese massages is not limited to Sihanoukville. According to a translator, the brochure advertises $ 180 massages for 75 Minutes.
