At last the Cambodians are proposing some sort of plan to give the Vietnamese who are settled in Cambodia a legal status. It's a good first step, but permanent migrants need to be able to get permanent residence and nationality. People who feel they belong somewhere are more integrated and are generally more productive members of society.

Cambodia offers ethnic Vietnamese short-term residency in migrant crackdown reprieve
By Minh Minh February 28, 2018 | 05:44 pm GMT+7

Thousands of Vietnamese fled to Cambodia during war time, and remain officially stateless.

Cambodian officials have promised to grant two-year residency cards to roughly 70,000 ethnic Vietnamese currently facing deportation to Vietnam where they have no legal status either.

Officials said on Monday that they plan to issue the short-term documents to people of Vietnamese origin who can prove they arrived in Cambodia before 2012.

There will be an application process but most people are likely to pass, officials said, as cited by the Phnom Penh Post.

Draft nationality law approved
1 June 2018
The National Assembly on Thursday approved a draft law on nationality which, if passed, would see foreigners prosecuted for illegally obtaining Cambodian identification cards or passports. Penalties are as high as 10 years in prison.

The draft law would also punish anyone who illegally assists others to obtain Cambodian citizenship and increases the amount of investment required to become eligible for Khmer citizenship.

Under Article 30, foreigners who illegally obtain and possess Cambodian identification or passports shall be punished with a five- to 10-year prison term. Government agents or others who issued such documents illegally would be subject to punishment, too.

Meanwhile, Article 32 of the draft law states that any person who uses illegally issued ID cards or passports can be sentenced to two to five years in jail and fined between four and 10 million riel ($1,000 to $2,500).

As of January, a total of 1,136 foreigners received Khmer nationality. Of that number, 1,068 obtained citizenship through investment and 64 by living in the Kingdom for longer than seven years. Four foreigners obtained citizenship through outstanding achievements, according to the National Police.

San Chey, the executive director of the Affiliated Network for Social Accountability, said there were a lot of foreigners, mostly Vietnamese and Chinese, who illegally possessed and used Cambodian documents.

This is a cool website. Racial and homophobic slurs are warmly welcomed, but telling a large woman that she is large or saying that an admitted hardcore drug using famous person is a drug addict gets you banned. Very cool stuff.
"The revolution did more than legally create the United States; it transformed American society... Far from remaining monarchical, hierarchy-ridden subjects on the margin of civilization, Americans had become, almost overnight, the most liberal, the most democratic, the most commercial minded, and the most modern people in the world." - Gordon S.
