the only time ive had to bribe was due to having my lights on, i was totally oblivious to the law, and protested my innocence for a good 10minutes before realising he was only after 5000r so i just gave him the cash and drove off
my favourite is still the guy that pulled me over on the golden lion round about, didnt say anything just held his hand out for a bribe and i just said "hey you alright?" shook the hand he had held out and drove off

I always keep 5000 riel folded next to my license. Its raining right now so everyone knows they can drive crazy, or its nighttime and there are no laws as there are no traffic police.

A report from the front lines:
I was in a local-type big minibus w. my gf and a ton of her Kampong Cham rice farming family coming down to S-ville for the current school holiday. On the road to the Lion Circle, one crew of cops pulled the van over and extorted what the driver said was 10k for him not wearing a seatbelt.
Then the driver called a tuk-tuk to take 3 or 4 of the kids and adults the rest of the way [about 1 km] to
Ochheteal, because the driver was scared that a new crew of these cops would extort him again saying he had more people than he should in the bus.
Sounds like more of a fundraiser for the widows and orphans fund than anything new.

A Khmer guy I work with gave an interesting insight: the reason licence enforcement has never gone total is because it's a source of income. When everyone has a licence, you won't be able to stop anyone. So the odds have to be in favour of not being nailed even if you don't have a licence. If they nailed everyone everyday, everyone would have a licence, end of extra cash coming in. Instead they nail a few random guys for a few days, relax, then again, and keep the fine low enough so the victim doesn't get a licence.

Khmer are stopped for no helmets, Barang are usually stopped for no license. Tourists on rent-a-scoots are the main prey item. I have never heard of a Khmer on a bike being asked for a license. The Int Driver's License is supposed to be recognized here, but isn't. That's a money maker,

That's an improvement. IME as a tourist they never did. Everybody else got jacked before too - Google it. They even wanted $$ when I was waiting for my 1st license & showed them the license receipt & the Int DL.
