Samouth is spot on and this happens to buildings around the world. You can see that the top part of the wall is still covered in bird shit that has stained it black and grey. The authorities don't want this building to become a cultural icon since that would lead to public opposition to the buildings removal to make way for a real estate development.

There's an artist in the UK called Wanksy who paints dicks around pot holes. Apparently it's the only way to get the local council to repair them.

I'm just curious as to why they'd apply for the permit and then go ahead before they had permission. Seems like handing a free excuse for authorities to paint over it.

And, as much outcry as there was from the almighty facebook community, I'm sure there were many people who would have been opposed to it in the first place as stated. Lots of jealous onlookers and tenants most likely, but still, I really doubt everyone was lauding the piece unanimously.
