Every time our landlord puts out bins, they get stolen.

Because of the shortage of rubbish bins they have a value and are worth stealing. Give everyone a rubbish bin ,,, free of charge, thieves get two,,,,then they will not be worth sealing.

I know the mega corp Waste Management generally provides bins for an entire city when they get the contract. They deliver them to key spots in every district and people stencil their address on them at the pickup site and roll them home. For a small fee, you can buy a second one.

Precisely! If they are free and plentiful they will have no value. Also, just make all bins Government property and if you are caught with one being used as anything othet than a bin (such as a washing machine, a transportation device or a house )you get a year in Prey Sar.

The bin outside my place is used by a few households, it was a dirty , half-busted basket but was stolen a few times. So for the past month or so there was a pile of garbage on the ground. Some people just toss loose garbage instead of putting it in bags so it ends up in a bad state. The collectors only pick up the bags and leave most of the crap there. There is one neighbor who cleans it up sometimes but it gets in a mess again really quickly.
Yesterday he bought a new bin made from old tires, I'm guessing it won't last long.

That can be seen everywhere around town now. Worse is when you walk through a street where they just cleared the pile. The surface smells terrible and is a real health hazard.

Good move to nationalise it.............it's working so well that I thought Cintri was just on a Pchum Ben type holiday.

Usually better to have a plan of action before you end a contract and nobody seems to want to do anything.
