I think it is not a coincidence that the Cintri truck usually serving a certain Phnom Penh street every night, has now not shown up for the second night in a row. I'd say, there's definitely something going on between Cintri and the local/national gov't.

If true: another shining example of the "bright minds" (self-appointed only...) that run this country.

Strangely enough, there's no mention of this in the media. Are these journalists even living in the same city?

Open up each district, to public tender process . Award the fixed-term contracts to more than 1 company. Let each district be up for bids. Limit monopoly and encourage innovation.

The money that will be invested in Cintri, should instead be investments in the company. There's no need to nationalize, take on more risk and spend the same amount.

Maybe even put that money into a fund/scheme that can be allocated to companies who have won the tenders based on a critera.

Yep, just take it area at a time. Install large dumpsters at strategic locations, like where the piles currently build up. CLEAN the streets properly. They are starting from such a low base, e,g. terrible piles of crap everywhere and people paying sod-all per month, then it can't be that hard to make a marked improvement. But watch them fuck it all up even more...

Thats the simplest and easiest solution, but the next problem is in getting those large dumpsters emptied. Every time I have seen one its full to overflowing.

To me that seems a simple fix. Install 4 dumpsters at that site as there is clearly demand for capacity and also increase collection frequency until there is no overflow.

It shouldn't take more than a month to find the right balance between capacity and frequency. How hard can it be?

The biggest problem they have, it seems to me, is that their carts are the old style open back and manual input. Dumpsters require a bit of mechanisation to life them up and give them a shake. But it is so much quicker than manually lifting bags with forks that split them all open. I don't know if they can be retro-fitted, otherwise it will require a big splodge of capex to get the correct kit.

Sadly, I am resigned to standing by my previous prediction, watch them continue to fuck it up...

The city should supply dumpsters and contract out the removal and emptying them to truck drivers who have the proper trucks , with GPS system, when the truck drives over a weighing bridge at the rubbish dump. The weighing machine would issue a receipt showing , time, date, load weight and truck number , and they would be paid for that,,,into a bank account ,, by handing receipt into the rubbish management company.


Failing that , why not throw all our rubbish into the Mekong and let the Vietnamese sort the problem out.

And pay a security guard to stop someone stealing the bin. Some areas get a better service than others and I think the locals make a donation through the sangkhat for a premium service. Certainly Cintri do a good job on my street and leave left crap than the dustmen in the uk, where half of it flies out of the wheelie bins on a windy day
