They did, they still do, all around the world, from a coast to another. But maybe not always up to test the capacity to it's limits...
Cargos, ferries, fishing boats, junks carrying regular folks do sink, too often.
South Korea, Indonesia, Egypt, Bengladesh, Estonia, Greece, Italy etc, all regular folks going from a place to another, on a semi++ rotten boat, like we all did at some point.
Happens with taxis, happens with trains, happens with planes.
And guess what, it's gonna be the same in space ^^

The death toll from a capsized boat off the coast of Cambodia rose to three Chinese nationals on Saturday, with a further nine rescued in Vietnamese waters and eight still missing, Cambodian authorities said.
The vessel with 41 Chinese people on board got into difficulties near the Cambodian casino hub of Sihanoukville on Thursday. It was carrying migrants from China who had been promised work.
Kheang Phearom, a spokesman for Cambodia’s Preah Sihanouk provincial administration, said rescue teams recovered two more bodies on Saturday, bringing the death toll to three.
Eight people remain missing, he said. Cambodian authorities had rescued 21 people on Friday.
Meanwhile, a Vietnamese border guard on duty in Kien Giang province said that a fishing vessel had rescued nine Chinese nationals in Vietnamese waters near Phu Quoc island on Friday.
Chinese survivors recovering from the ordeal at a hospital in Sihanoukville on Saturday said they had no idea they were headed for Cambodia, adding that their mobile phones had been confiscated.

The boat was carrying illegal Chinese migrant workers to Cambodia, when it suddenly sank off the coast.

Cambodia News, (Preah Sihanouk Province): In the case of the boat carrying Chinese nationals aboard, which sunk in an accident off the coast of the province of Sihanoukville in Cambodia, the bodies of the last eight victims have now been found washed up on the shores of Koh Tral (Phu Quoc) in Vietnamese waters, on September 29, 2022.
As of 4:30 pm on September 29, all 41 Chinese victims of the boat sinking have been found, dead or alive, of which Cambodia rescued and found 24 people (3 dead), and Vietnam rescued and found 17 people (8 dead).
The tragedy occurred at 10:30am on September 22, 2022, when the boat sank into the sea at Niyam Kam 10.25N 103.16E between Poysareung and Koh Tang in Preah Sihanouk Province.

Cambodia News (Sihanoukville): On 30 September 2022, General Khieu Sopheak, spokesman for the Ministry of Interior, confirmed the results of investigations towards the sinking boat found off the coast of Sihanoukville: The police have established a case of people-smuggling from China into Cambodia, and six suspects were sent to court.
The boat was found to have sunk in the sea between Koh Rong Samloem and Koh Tang, Sihanoukville Province on 22 September 2022, with a total of 43 people on board (Chinese and Cambodian). Immediately on receiving the news, Sihanoukville Provincial Police went to rescue the victims, of which 24 were found and rescued, while 3 were found dead. The Vietnamese border police also rescued 17 people from the boat, and found 8 already dead.
General Khieu Sopheak confirmed that 6 suspects, 1 Chinese and 5 Cambodians, were arrested for attempting to smuggle people from China. These suspects were sent to the Sihanoukville Provincial Court for trial on 29 September 2022.
1: 55 years old PAN XING WEI, Chinese, Fish seller living in Village 3, Sangkat 1, Sihanoukville.
2. 46 years old Nhim Sakhorn, seller of seafood and olive oil, living in Phum 2, Sangkat 3, Sihanoukville.
3. 29 years old Kea Phea, alias Leak, sailor living in Village 3, Sangkat 1, Sihanoukville.
4. 32 years old Soeun Mao, a Boat worker, living in Village 3, Sangkat 1, Sihanoukville.
5. 40 years old Nuon Nin sailor living in Village 3, Sangkat 1, Sihanoukville.
6. 42 years old, Yoeun Yin, Boat worker, living in Village 3, Sangkat 1, Sihanoukville.
Of the 30 Chinese nationals rescued by the police, five were found to be involved in the case of human trafficking. The other Chinese nationals, who were victims of the traffic, have been sent to the Chinese Embassy for repatriation.
The five Chinese nationals who were involved in smuggling from China are:
1. 33 years old GUO JIAN PING;
2. 25 years old LIN SHUANG;
3. 42 years old WANG LI CHU, alias HUAN LI CHU;
4. 37 years old ZHU ZHI MING;
5. 33 years old LIU SHAI JUN.
All five did not have passports.
