SIHANOUKVILLE - Royal Cambodian Armed Forces Colonel Kol Phaly announced that a group of armed men are accused of entering the home of Mr. Vong Chanthy, 28, at Village 1, Sangkat 4, Sihanoukville, on the night of January 5, 2018.According to the Deputy Chief of Staff, there are four suspects, one of whom is Chinese.
1. Yim Yutheary, 28, male resident of Cambodia.
2. Mr. Kong Piseth, 23, male resident, jobless and without address
3. Taveri, a 35-year-old male who works as a Chinese translator and lives in Prek Ta Kong Village, Khan Meanchey, Phnom Penh.
4. DING ZHIGANG, a 56-year-old Chinese male from Henan Province, China.

Victims Vong Chanthy, male, 28 years old Occupation: Administration Officer, Department of Communications, Senate, National Assembly, and Inspection, resident of Village 1, Sangkat 4, Sihanoukville.
Four suspects, including one Chinese, were named as:
1. Yeim Yuothea, 28, a military officer (Lieutenant General of the Armed Forces), resides in Tram Kak District, Takeo Province.
2. Kong Piseth, 23, a military officer (artillery commander) is located in Sangkat Chaktomuk, Khan Daun Penh, Phnom Penh.

I have no idea what you're talking about as far as being arrested by the army?
I said it because yesterday nobody mentioned the army in the report or explaned wtf was going on in today's report. Plus the quote I included. If you have an opinion on what may have been going on, I'm all ears blue.

The strange story begins to make sense. Two RCAF soldiers, one Chinese man, and one Chinese translator break into the house of a Cambodian official and want him to sign for a mysterious debt. Despite the fact that there were four intruders extorting him, the victim managed to contact the police, who arrived in time to catch the suspects in action.
At a guess, if the Chinese had a translator with him, we can assume that he was the one doing the extortion, and the two soldier were probably the muscle. How the victim contacted the police while being extorted remains a mystery.
Whoever said there may be more to this could be right, but it may simply be a variation on the classic scenario of a Chinese criminal extorting rich people in Sihanoukville. The main deviation from the norm is the fact that the victim is Cambodian and not Chinese.

- Two Royal soldiers, a Chinese man and a translator were arrested Friday in Sihanoukville for allegedly breaking into a house and threatening a man at gunpoint, according to provincial police.
Kol Phally, deputy provincial police chief, said police arrested the four alleged perpetrators on Friday night after they received a complaint from 28-year-old Vong Chanthy, an official at the Ministry of National Assembly-Senate Relations and Inspection.
“We arrested them at his house while they were threatening the owner of the house . . . There were three crimes, including breaking into the house, using illegal weapons and using violence to [get him to] sign an agreement that he owed money,” he said, declining to comment on details of the alleged agreement.
According to Phally, the suspects include RCAF First Lieutenant Yem Yothea, 28, and Warrant Officer Kong Piseth, 23. The other two suspects are translator Taing Vor, 35, and Ding Zhigang, 56. The police confiscated two guns and a military vehicle. The provincial police’s Facebook account also indicates that the suspects allegedly attempted to rob the victim.
Phally said they had been sent to court, but did not know if they had been charged.

I was wondering why you specifically mentioned the army as perps since it wasn't mentioned anywhere on the thread, (my quote from the OP was the only mention I could find of the RCAF), and wondering whether you were randomly speculating or had other information. After all, it could have been cops, security guards or gangsters for hire. But I hadn't read the PPP today. Looks like your theory about the army goons was on the money .
