Does Cambodia have criminal negligence statutes? If so, then maybe the police need to lock up the grandparents.

A lot of speculation going on here, and of course there is the possibility foul play is involved. I think it’s perfectly feasible that a small child could accidentally suffocate while wearing one of these rain ponchos.
Consider this, years back in “developed” countries children regularly suffocated themselves playing with polythene bags, in the UK for decades certain bags have had to carry warnings of that danger (the dry cleaning bags a poster mentioned earlier are a perfect example) These plastic ponchos are very similar to those bags and while they can be torn fairly easily, they are a little bit stronger than some people are making out. Remember were talking about a four year old child here.
I’m 6 foot and 16 stone and can fit comfortably inside these ponchos, on a four year old Khmer kid it is going to be like being inside a collapsed tent. Maybe they were trying to take it off (not so easy when they are wet and clinging to bare skin) and got tangled/wrapped up in it, it’s covered their face and before they realized they can’t breathe it’s been too late.
Would any of us dress a four year old in what’s basically an oversized polythene bag and leave them unattended? I suspect not.
