(His english isn't that great... But I take that to mean that they have announced a transfer of positions and tasks for many of the police officials all the way up to the Secondary Governor. Could see some (and I do mean limited) changes in how the town is run as a result of a move like that.

I recently had a couple of meetings with [edited as too specific] someone of high rank in SHV police.
There will be changes indeed as they will open 2 more staffed police stations in addition to the one that is already at the headquarters.
Foreign police will quadruple in number with 150 additional officers by the end of 2015 or so.
New marked police cars and pickups.
And last but not least, we already know that the new governor is the son of the Interior minister, guess he can easily obtain his dad help and funding when it comes to SHV police matters.
I don't know what is happening in the other departments such as serious and minor crimes, trafficking, Narcs, but if they are half as substantial as the ones I stated, it could be a major overhaul.

I actually saw a cop on a cop bike patrolling down by Sokha beach and I don't seem to be alone when I stop at stoplights so something is going on. None of the officials in that picture are smiling. They look like kids who were bad and are setting outside the principle's office waiting for punishment.

Sailorman is correct. I've been noticing people stopping at reds too. I keep looking for the cops hiding on the other side & they aren't there. I'm digging it.

2 days ago the police apprehended 3 motorbike thieves and recovered 8 bikes.
