Khmer Cement Truck Drivers Implicated in Longterm Scam
Cambodia News, Phnom Penh: Three Cambodian suspects, who were working for Tai Kong, a cement truck company of Shihui Group, were handed over to the Dangkor district police after it was discovered that the three suspects stole their cement to sell to another company for a while for at least 2 years.
On the evening of December 1, 2020, at the point of Si Hui Group in Sambour Village, Khan Dangkor, the three suspects who were arrested were:
First: Hoy Hanh, male, 39 years old, driver, living in a rented house in Sambour Village, Sangkat Dangkor, Khan Dangkor.
Second :Ol On, male, 39 years old, driver, residing in Kandal village, Lumhach commune, Ang Snoul district, Kandal province
Third: Hoy Panha, male, 33 years old, driver, residing in Ang Daun Pis village, commune. Teuk Laak, Kong Pisey District, Kampong Speu Province.
As for the victim, his name is Ngin Sopharin, male, 33 years old, occupation: Chief of Administration of Sihui Huy Company, living in a rented house in Damnak Thom Village, Sangkat Stung Meanchey 3, Khan Meanchey, on behalf of Sihui Huy Group.
According to Sam Satya, a 30-year-old male manager of Shihui Group, at the beginning of 2020, the three suspects were cement truck drivers who tranported cement from Sihu Huy Company in Sambour Village, Khan Dangkor, Phnom Penh to the Chakrei Ting Factory in Kampot Province. However, when the three suspects drove a cement truck to the depot in Phnom Penh, they (the suspects) stole up to 300kgs of the cement to sell to other companies.
When the staff of Shihui Group went to pay the customers at each depot, the customers were given a bill to pay for the lost 50 kg to 300 kg of cement per car. At that time, the company called the suspect for questioning, but they (the suspect) replied that the loss of cement was caused by the scales going up and down, and then the staff of Sihui Huy went to inspect the scales, but according to each depot, the scales are correct.
It was not until December 1, 2020 at 6:00 pm that the president of the company called the three suspects for questioning again, and they (the suspects) confessed that they stole the company's cement and sold it to other companies during 2018, and the company's staff also inspected the cement that has been missing since 2018. By 2020, more than 198 tons of cement was lost, totaling $ 14,850 (fourteen thousand eight hundred and fifty US dollars).
Colonel Chim Sitha, police inspector of Dangkor district, said that following the complaint of the company representative and in answer to the suspects who admitted that they actually stole the company's cement since 2018, in 2020 the three suspects were sent to the Phnom Penh Municipal Court by the Dangkor district authorities to be processed according to the law.

It's always been the case with volumes, there's something to steel, more so in liquids, fuel is probably the most common, knowing that vapor just evaporates, or the vehicle being used is not has efficient has thought. cement I would think along the lines too has a natural loss of volume, discrepancy in it's natural loss being not of a solid, but not once it is put along with the truck on the weighing scales, loss to an extent is not easy to cover.John Bingham wrote: ↑Wed Dec 02, 2020 9:42 pm That's clever. I can't remember the exact year but Angkor Beer delivery drivers were angry and threatening to go on strike because the company caught them taking petrol from the fuel tanks on their delivery trucks near the end of their daily shift to put in their personal vehicles and/or sell. Apparently they had been doing that for years.
They were upset because they were told to stop or be fired and they could not understand why it was a problem that if they did not use all the fuel allocated to their truck for the day then it surely must now belong to them. Cambodian logic? Probably not just done by beer truck drivers.

Maybe Angkor drivers had same logic - I wouldn’t be surprised.

When I was a trucker for a logistics company pretty much everyone stole diesel for their personal cars as the bung tank was down hidden away. (I had a petrol car)
Then when we all got wind the company was closing our depot down people stole more. In the end a boss came down with security and police and had the transport manager arrested. He was getting diesel delivered to his own house (had his own 5000 litre tank) from the suppliers meant for our company plus getting pallets of goods delivered by a fellow driver. In the end the company calculated he stole £800k of goods!
He got two years.
Then when we all got wind the company was closing our depot down people stole more. In the end a boss came down with security and police and had the transport manager arrested.
