People who can be blind-folded with dental floss shouldn't be driving whether they have a license or not.

At 14.15 pm on 09,05,2018, Liming Xin, a 29-year-old male Chinese hotel worker from Yunnan Province in China, with no driver's license, was attempting to drive from Phnom Penh to Sihanoukville.
Police say he was driving too fast and lost control of his vehicle. Fortunately, he didn't kill anyone in the accident.

SIHANOUKVILLE - Sihanoukville traffic police continue to control foreign nationals driving in Cambodia without a driver's license. Three Chinese men were found to be driving a car without a Cambodian or an international driver's license yesterday, when they were stopped at a police checkpoint.
