That's just it though, they should care. Dead men don't pay compensation.

Legal action is to be taken against the driver, dead or alive. Meanwhile, there is no mention of any investigation into his (attempted) murder.

Killer Driver’s Life on Line As Police Pursue Legal Action
March 29, 2017

A driver who killed three people on Monday as he plowed through motorists in an attempt to flee another collision was fighting for his life on Tuesday after being set upon by an angry mob, while other injured victims recovered in two Phnom Penh hospitals.

Tin Vansy, chief of municipal traffic accident inspection unit, identified the three dead as Voang Soknak, 35, of Kompong Cham province, who was driving his wife, Seng An, 25, and her niece, Na Sreynin, 23, who lived in Phnom Penh’s Chamkar Mon district.

Although Mr. Sok Heng was not expected to recover from his injuries, Mr. Vansy said police still planned to file a case against him with the municipal court.

“People beat him so hard on the head and there is blood flowing into his brain. There is little hope that he will recover,” he said.

“Even if he is in serious condition, he has to face legal action,” Mr. Vansy said.
“We are filing the case and will send it to the court in order for the court to take legal action.”

"Just meters away from Mr. Sok Heng, in a stuffy corridor on the emergency wing, Pal Sambou, 17, who sustained serious head injuries when he was mowed down while en route to Pannasastra University for an English class, was lying in a coma.

His mother, Chan Thavy, 49, said her son had a blood clot on his brain and his condition was grave. “He’s still in a coma and the doctor said he’s not sure how many days he’ll be like this,” she said. “I don’t know what to say. I just want to see my son get better.”

That's just it exactly.
It's all very well to sue the driver, but if he dies, who pays ?
For example, who is going to pay the hospital fees for the kid in a coma and the others, and compensation for the dead people's families ?
Does it come back to the car owner, since the driver was not the owner ? The driver's family ?

I suppose that Cambodian car owners are not required by law to have third party accident insurance ?

I've heard of families getting stuck with a bill and required to pay or face jail time for incidents regarding other family members.

Mobbed driver who killed three in crash on Monivong Boulevard jailed

The driver who was brutally beaten by a mob after three people died and eight were injured when his car hit them on Monivong Boulevard has been detained in jail after coming out of a coma.

Phnom Penh traffic police chief Tin Vansy told The Post yesterday that E Thavarak, Phnom Penh Municipal Court investigating judge, issued the arrest warrant on April 1 ordering suspect Meas Sokheng, 30, to be detained at Prey Sar prison, charged with “careless driving” causing death and injury.

“The [suspect] was sent to Prey Sar prison for detention on Saturday evening,” Vansy confirmed...

From being on life support to a inmate in less than a week. Is it the resilience of the Cambodian people or the quality of the Cambodian doctors treatment that can do that.
