Capitol Tour bus hits woman on motorbike.

On 17 September 2017 at 4 pm, on National Road 5, in the village of Toul, Luong commune Leu district, Kandal province, a Capitol Tour bus hit a woman driving a black Honda Dream C125, causing a serious injury to her leg. She was taken to the hospital by ambulance.
Unconfirmed reports say the driver fled the scene.

My sympathies for the victim, but the blurb lacks sufficient detail to ascertain guilt.

This is standard operating procedure for bus drivers. As far as I know the bus company would rather negotiate compensation with the victim and/or relatives than involve a third party, I.e. the police. The second motivation for fleeing is a reasonable fear that friends of the victim or locals might assault the driver
This practice is NOT recommended for foreign drivers involved in an accident.
