They look like National Police - maybe Intervention Unit and Judicial department. Definitely not Gendarmerie (military police).

I'm not too fond of thieves either, but battering people with crowbars and all sorts of by-standers and cops laying in with the boots seems a bit excessive. In the absence of a functioning justice system this sort of vigilante action will go on, but who knows whether they actually cornered the right person or not?
