- The Senate yesterday rubber-stamped a Penal Code amendment that punishes anyone who insults the King.

An extraordinary session of the National Assembly was held last week to discuss and then approve the Penal Code amendment, as well as amending five articles of the constitution and a draft law on business in Cambodia, Laos and Vietnam.

- Meanwhile, in response to questions from senators, Minister of Justice Ang Vong Vathana said the lèse majesté law will also apply to media outlets carrying purportedly insulting content. “It means journalists will be punished, but not only those individuals – their newspaper institution will also be punished . . . What we can do, we will do in order to eliminate insults to the king,” he said.

It was not clear if the prohibition would apply just to outlets that insulted the king themselves, or if it would also include those that quoted individuals deemed to have insulted the king, but Asean expert Dr Paul Chambers said that’s exactly what happens in Thailand. “Saying and or publishing such a quote would land you in prison for at least 15 years per the penalty of lese majeste in Thailand,” he said via email.

Kingsley Abbott, senior international legal adviser at the International Commission of Jurists, agreed via email that there is a “real possibility that this law could extend to a wide range of actors beyond the maker of the alleged lese majeste statement”.

“In Thailand, there have been incidents where editors who published alleged lese majeste statements in magazines and persons who shared alleged lese majeste content on social media have found themselves in legal jeopardy,” he added.

Kampong Thom (FN), May 12 - Kampong Thom provincial police, on Saturday, detained a 50-year old primary school principal for insulting the King on facebook.

Cambodia's Penal Code stipulated that “insulting the King will be subjected to one to five years imprisonment and a fine between $500 to $2,500”.

As the present lese-majeste law is unclear, any insulting quotes will not be reposted.

So anyone can be charged with insulting the king and no proof will be released as this is against the law to say bad things about the king.

Another way to stitch someone up without evidence and to lock them up for a few years.

Cambodia makes first arrest using new royal insult law
PHNOM PENH (Reuters) - A 50-year-old teacher has been arrested in Cambodia for allegedly insulting the monarchy in a comment posted on Facebook (NASDAQ:FB), police said on Sunday, the first such arrest since the country adopted a royal insult law earlier this year.

Cambodia's parliament unanimously adopted a law in February, that forbids insulting the monarchy.

Rights groups expressed concern that such legislation, already in effect in neighboring Thailand, could be used against critics of the government.

Police in the central province of Kampong Thom arrested Kheang Navy, a primary school principal, over comments he made that were allegedly critical of King Norodom Sihamoni, his father, late King Norodom Sihanouk and his half-brother Prince Norodom Ranariddh over their alleged role in the dissolution of the main opposition Cambodia National Rescue Party (CNRP). "He is being detained," Nhem Chhunly, a police chief in the province, told Reuters. "He admitted to police that those were his comments," Nhem Chhunly said, adding that he did not know when Kheang Navy would be sent to court to face charges.

Reuters was unable to reach Kheang Navy, who is in police custody, for comment. He has not yet been appointed a lawyer.

Cambodia's lese-majeste law stipulates that a prosecutor can file a criminal suit on behalf of the monarchy against anyone deemed to be insulting the royal family.

I think the CPP admire the politics in Thailand.

I've been eating at a fairly new chicken rice restaurant recently on 360, and I've noticed that while there is a Buddhist cloth in a frame, there are no portraits of the old king and queen. That's a little disturbing. Is that OK these days? Have standards really fallen? Is the world crumbling around me, or are they just a bit slow at putting it up?

That guy who did all those exactly the same photos of the king and queen you see everywhere must be making good royalties. Get it? Good royalties...Meh.

I don't get it.
