10 Drivers Arrested Trying to Smuggle People Out of Preah Sihanouk

Preah Sihanouk provincial administration spokesperson Kheang Phearum said on Thursday that four of the 10 drivers would be fined 10 to 50 million riel, or about $2,500 to $12,500, under a recent sub-decree on quarantine violations. The others were still being questioned by district authorities, he said.

Authorities in Preah Sihanouk province have fined a local man $250 for violating a travel ban after he attempted to leave the province for Kampot province yesterday amid the COVID-19 community outbreak.
Pol Saro was detained yesterday after driving his motorbike to avoid the police checkpoint along National Road 3 in Trapeang Ropov Bridge in Prey Nop district. He was on the way from the province to Kampot province.
According to a new sub-decree signed on March 12, any person, who avoids quarantine or escapes from quarantine during a quarantine period but does not cause transmission of COVID-19 disease to others, will be fined between $250 and $1,250.

Recalcitrant COVID-19 positive patient attended wedding in Kampot
A 23-year-old Cambodian who was tested for COVID-19 on 12 March and was awaiting his result, did not stay home and isolate himself an ordered by health authorities.
On the contrary, the man who lives in Sangkat Boeung Keng Kang 3, Khan Boeung Keng Kang, left for a wedding reception on the afternoon of 14 March. He was found positive on 14 March.
On 12 March, 2021, the man was taken to the Russian hospital for COVID-19 swab test in connection with another COVID-19 positive case.
The news came as a shock on the night of March 14, 2021, when doctors went to his home but could not find him and his family confirmed that he was attending the wedding. He returned that night in a rented car with five other passengers.
Subsequently, the contact tracing team managed to locate the COVID-19 positive patient and sent him to The Great Duke Hotel for treatment. The others in the car with him were sent to the Chak Angre Health Center for quarantine. Fresh News

As he is the reason for the five passengers being tested, he should now be required to pay for all those tests. The going rate for barang is $130.
Then there’s the treatment for any of his friends who subsequently test positive. And the wedding guests. If Sihanouk can fine $250 for simply trying to travel, then it should be a great deal more for this idiot.

Takeo provincial authorities locked down village after a COVID-19-positive man attends a wedding there
Authorities in Takeo province have locked down a village after a well-known Facebook influencer Kakada Sophorn who tested positive for COVID-19 had attended the wedding party in the village.
Sophorn announced on his Facebook that he was diagnosed with the virus yesterday.
Samraong district authority ordered a temporary shutdown of Krang Leav village and Ang Soeng market in the district’s Rovieng commune.
According to Ly Saveth, Deputy Takeo provincial Governor, it was unclear how many people have been in contact with Sophorn although authorities have ordered all those coming in contact with him to be quarantined at home.
Sophorn attended the wedding as a groomsman at Krang Leav village on March 12, officials said, adding he admitted to have been in contact with a large number of people.
He wrote an apology on his Facebook page as now he is receiving treatment at Chak Angre Health Centre in Phnom Penh.

Quarantine folly: 64 infected in Kandal after moving around freely in casino-turned-centre

The number of COVID-19 cases in Kandal province spiked by 64 yesterday because those who were in quarantine at a casino over the February 20 Community Incident had moved around freely.
Provincial Governor Kong Sophorn said yesterday those who were in quarantine at the casino in Koh Thom district moved about from room to room in the same building instead of staying put in their own as per the rules.
He did not provide more details.
The 64 new cases have brought the total in Kandal linked to the February 20 incident to 175, the second highest number after Phnom Penh.
The Ministry of Health yesterday reported the 64 cases were eight Thai nationals, 32 Chinese nationals, 10 Vietnamese and 14 Cambodians.
All the new cases were from Prek Soeng village, Sampov Puon commune, in Koh Thom district, which the provincial authorities sealed off yesterday.
Two neighbouring villages – Veal Thom in Lvea Em district’s Peam Oknha Ong commune and Vihear Suor in Khsach Kandal district’s Vihear Suor commune – were also sealed off.
The closures are in addition to the ones imposed on ChinSakongFu Casino and Hotel, Crown Casino, Nobin Casino, Grand Casino and Galaxy Casino and Yong Yuan Casino on March 6.
The casinos were closed after a Chinese man, linked to the February 20 incident and was later tested positive for the virus, had visited the Yong Yuan Casino.
After news of the huge spike in cases, Sophorn convened an emergency meeting yesterday to determine the status of treatment and quarantine facilities in the province.
“Those who tested positive were among people who were already in quarantine at a casino in Koh Thom district,” he said. “They did not come into contact with outsiders.”
Sophorn said that although Kandal has much more positive COVID-19 than other provinces, the authorities have not decided to close its boundaries yet.
According to the Kandal provincial administration out of more than 13,000 people traced over the February 20 incident, 1,717 were found to have been in direct contact with the Chinese man and are being quarantined in centres.
It said 12,119 people with indirect contact are being quarantined at home. It said a total of 175 people have so far tested positive, of whom three have recovered.
The 64 cases are among 105 new ones of the novel coronavirus to be reported by the Health Ministry yesterday, the highest number to be recorded in a single day.
According to the Ministry of Health’s press release issued yesterday, the 105 new cases were aged between four and 71 years and are all linked to the February 20 Community Incident.

Sure, closing casinos and KTVs was one of the first great initiatives when this suddenly became real a year or so back. Unfortunately this wasn't adhered to and now we have loads of infections and a general fuck up all around.
