We’ve learned the identities of the Cambodian guards who took the bribes, the Cambodian taxi driver who transported them to their clients. But not the Chinese hookers?
If indeed they were prostitutes it’s sure they weren’t freelancing on their own. Traveling internationally during a pandemic? They must have had handlers on both sides of the border. I feel sure if all the facts came out it would cause one helluva gigantic shitstorm.

This woman was not in quarantine, but Sihanoukville is in lockdown for non-essential travel in and out of the province.
Cambodia News, Sihanoukville/Kampot: Two people were arrested after a cement truck driving from Preah Sihanouk province to Kampot province was detained for attempting to fraudulently transport a female passenger through the checkpoint at the point of Trapeang Ropov Bridge, in Prey Nob District, Sihanoukville.
On the night of March 9, 2021, Unity Command intercepted the truck and detained the driver, named Teang Phanny, 39 years old, driving a cement mixer truck, with license plate Phnom Penh 3A-9421, transporting KC Manen cement from Sihanoukville to Kampot province. The female Cambodian hitch-hiker is an employee at a Sihanoukville casino who wanted to visit family in Kampot.
The truck was temporarily stored at the Prey Nob District Police Inspectorate to build a case for legal action.

Three taxi drivers were arrested by the authorities while they were transporting passengers and freight on their way from Sihanoukville, where a travel ban has imposed to curb the spread of COVID-19, to Phnom Penh.
The three, all male and identified as Koch Vannak, 27, Chan Kimhean, 38 and Hout Sophara, were apprehended by the police on a high-road in Kampong Sela districts.
They were transporting three people, all Cambodians, and some freight including some food supplies and electric devices.
Sihanoukville Provincial Hall spokesman Kheang Phirom said the while the passengers were released, the drivers are now in detention and will face the consequences of their action.
“We will take strong action on those who try to ruin the nation’s public health,” he said.
According to a sub-decree issued by the government, passengers or operators of transport vehicles who evade inspection officials or fail to cooperate with health officials in implementing health measures or fail to comply with health procedures to prevent and respond to the spread of diseases at the entry points will be fined from $250 to $1,250.
Travel ban has been imposed since Thursday last week in Sihanoukville, which now has 2nd largest cluster related to the February 20 Community Event, with at least 131 confirmed positive cases.

Taxi Stopped in Phnom Penh with Chinese Passengers Suspected to Have Covid
Cambodia News,(Phnom Penh): A taxi carrying three Chinese nationals was stopped by the police immediately after receiving suspicious information related to Covid-19 at 7 pm on March 10, 2021.
Sources at the scene said that the taxi was a Lexus RX350 with license plate Phnom Penh 2AX .8066, driven by one Cambodian man, carrying three Chinese people. The four people who drove the car from Sihanoukville to Phnom Penh are suspected to be carrying the Covid-19 virus.
Phnom Penh Municipal Police announced on the radio, and a moment later Tuol Kork police immediately stopped the car while it was on the road to the Russian Federation heading under the flyover on January 7.
After stopping the car, the police contacted the Ministry of Health to send an ambulance from the Covid treatment hospital to pick up the four people.

Cambodia News, (Preah Sihanouk): According to the page of the Office of Social Media, on the night of March 10, 2021, 1 truck and 1 taxi, illegally carrying passengers from Sihanoukville toward Phnom Penh, were stopped by the Kampong Seila District Unity Command for attempting to evade the checkpoint.
According to the report of Kampong Seila district authority on March 11, 2021, the two cases are as follows:
1. Name: Prak Seiha, male, 26 years old, driving a white HYUNDAI truck with license plate number 3A-1571, from Sihanoukville to Phnom Penh, was carrying three Khmer male passengers
2. Name: Sam Srun, male, 56 years old, driving a black Toyota Highlander car, with license plate Phnom Penh 2J-7577, destination from Sihanoukville to Phnom Penh, transporting 3 male Khmer passengers to the checkpoint. When he saw the police checkpoint, then the driver put the passengers down and continued to drive around it, but was seen by police, and the driver and the car were taken to Kampong Seila District Police Inspectorate for further questioning.
The two vehicles were detained at the police station in Kampong Seila district to build a case for legal action.
For those who attempt and destroy the public health of our nation, we must take the strictest legal action and there are no exceptions.

Cambodia News, (Phnom Penh): Acting Head of State Samdech Vibol Sena Pheakdey Say Chhum promulgated the Law on Measures to Prevent the Spread of Covid-19 and other infectious diseases on the evening of March 11, 2021. This is as the spread of Covid 19 in Cambodia worsens, which requires stricter measures.
According to Article 8 of this law, violators of the Royal Government's measures to prevent infectious diseases will be fined and severely punished under the "charges of avoiding treatment or fleeing the treatment facility."
Avoidance of treatment or escape from the treatment facility is defined as the act of evading the requirement to receive treatment or escape from the treatment facility set by the Ministry of Health, and those who commit this crime shall be punished with imprisonment for one (1) to 5 (five) years and a fine from 5,000,000 (five million) riels to 20,000,000 (twenty million) riels.
In addition, if the above act causes the transmission of the Covid-19 disease to others, the criminal may be punished with imprisonment from 5 to 10 years in prison.
